2.世界上还存在着不少不稳定不确定因素，地区冲突和摩擦此起彼伏，恐怖主义活动猖獗，南北差距拉大，非传统安全威胁上升，人类面临着许多严峻挑战，国际社会实现持久和平、共同繁荣任重而道远。

In today’s world,there are still quite some factors of instability and uncertainty. Frequentregional frictions and conflicts, rampant terrorist activities, the wideningNorth-South gap and rising nontraditional security threats all pose severechallenges to mankind. The international community is currently facing anuphill struggle to achieve lasting peace and common prosperity.

3.在经济全球化进程中，相当一部分发展中国家面临着被边缘化的危险，发展经济困难加剧，同发达国家的发展差距继续拉大。

In the process ofeconomic globalization, a considerable number of developing countries, whichare faced with the danger of being marginalized, have found growingdifficulties in their economic development and a widening gap betweenthemselves and the developed countries.

4.我们应该按照公认的国际规则，本着互谅互让的精神，通过对话协商，共同寻求解决分歧之道。

We should worktogether to explore ways to resolve disagreements through dialogue andconsultation in accordance with internationally recognized principles and inthe spirit of mutual understanding and accommodation.

5.我们应该显示诚意，采取灵活务实的态度，扩大共识，兑现承诺，弥合分歧，使即将在中国香港举行的第六届世界贸易组织部长级会议取得成果，并推动谈判早日成功结束。

We should, in allsincerity, take a down-to-earth and flexible attitude to explore our commonground, fulfill our commitments and bridge our differences so that we will makea success of the forthcoming 6th WTO Ministerial Meeting in Hong Kong, China,bringing the negotiations to a successful conclusion in the shortest possibletime.

6.国际油价持续攀高给世界经济特别是发展中国家经济的发展带来不利影响；海啸、飓风等自然灾害频仍给受灾国家造成巨大损失；禽流感疫情不断暴发给本地区有关国家造成严重危害；等等。

The surginginternational oil price has had a negative impact on the world economy, and theeconomies of the developing countries in particular. The frequent occurrencesof natural disasters such as tsunami and hurricane have inflicted heavy losseson disaster-stricken countries. The continued outbreak of avian flue hasseriously affected some countries in this region.

7.我们要坚持协商一致、团结互助、灵活务实，以实现贸易和投资自由化、便利化为目标不断扩大市场开放，以经济技术合作为杠杆不断消除发展差距，以共同应对本地区面临的重大挑战为目标不断深化合作。

Adhering to theprinciple of seeking consensus through consultation and displaying solidarityand mutual support, we must adopt a flexible and pragmatic approach to furtherour market opening so as to attain the TILF objectives. We must also availourselves of the leverage function of Ecotech cooperation to mitigate thedevelopment gap. To address the major challenges facing the region, we mustensure that our cooperation is constantly enhanced.

8.今年进行的茂物目标中期审评表明，我们在达标的道路上取得了长足进展，地区贸易投资环境明显改善，经济技术合作不断加深，合作成果惠及更多成员。

The mid-term reviewof the Bogor Goals this year shows that much progress has been made in theprocess of achieving these Goals. Noticeable improvement has been secured inthe region’s trade and investment environment and Ecotech cooperation has beenfurther strengthened, from which more and more members have gained benefits.

9.我们支持加强单边行动计划和集体行动计划，通过完善成员相互审议机制，促进区域贸易和投资自由化、便利化。

We are supportiveof the Individual Action Plan (IAP) and Collective Action Plan (CAP) and wewill push ahead with the TILF process through the improvement of the peerreview mechanism.

On United NationsDay, I express my great appreciation to the millions of people throughout theworld who believe deeply in our work for peace, development and human rights…and who uphold our ideals and help us achieve our goals.  To all of you… friends and fellow citizens ofthe world… I say: thank you.

值此联合国日，我谨对坚信我们为和平、发展和人权所作的工作……捍卫我们的理想并帮助我们实现目标的遍布全世界的数百万人表示由衷的感谢。我要对你们大家……朋友们和世界公民们……说：谢谢你们。

Sixty-five yearsago on this date, the founding Charter of the United Nations entered intoforce.  Every year on UN Day, we reaffirmour global mission.  We reassert theuniversal values of tolerance, mutual respect and human dignity.  And we recognize the progress we have madetogether: gains in literacy and life expectancy… the spread of knowledge andtechnology... advances in democracy and the rule of law.

65年前的今天，联合国的创始宪章开始生效。每年的联合国日，我们都重申我们的全球使命。我们重申容忍、相互尊重和人类尊严这些普遍的价值观。我们肯定我们共同取得的进展：文盲减少了，预期寿命增加了……知识和技术得到了传播……民主和法治得到了推进。

But above all, UNDay is a day on which we resolve to do more. More to protect those caught up in armed conflict, to fight climatechange and avert nuclear catastrophe; more to expand opportunities for womenand girls, and to combat injustice and impunity; more to meet the MillenniumDevelopment Goals.

不过，联合国日首先是我们下决心继续努力的日子。继续努力保护受到武装冲突影响的人、应对气候变化和避免核灾难；继续努力为妇女和女童提供更多的机会、消除不公正和有罪不罚现象；继续努力实现千年发展目标。

Last month’s MDGSummit at the United Nations generated political momentum… as well as financialcommitments that are especially significant in these difficult economictimes.  I am determined to press ahead asthe 2015 deadline approaches.

上个月举行的联合国千年发展目标首脑会议推动了政治势头的形成……及财政承诺。在当今经济困难时期，这种财政承诺尤其重要。离最后期限2015年越来越近了，我决心加速前进。

Despite ourproblems, despite polarization and distrust, our interconnected world hasopened up vast new possibilities for common progress.  Let us commit to do even more to realize thegreat vision set out in the UN Charter.

尽管我们面临各种问题，尽管存在两极分化和不信任，我们这个相互连接在一起的世界为共同进步提供了大量新的机会。让我们承诺加倍努力，实现《联合国宪章》所描绘的美好前景。
